Hiring a tradie on the Albury Wodonga border

The licence that matters is the one for the state the job is in, not the state the ute is registered in. Here is how that works.
Albury and Wodonga are about six kilometres apart across the Lincoln Causeway. People live on one side and work on the other, shop on one side and play sport on the other. Trade businesses cross the river a dozen times a week. The regulations do not cross with them.
That mismatch is the single most useful thing to understand before you hire anywhere along the Murray. It applies just as much at Corowa and Wahgunyah, Mulwala and Yarrawonga, Tocumwal and Cobram, Moama and Echuca, and Barham and Koondrook.
The rule in one line
The state where the work is physically done decides which licence, which certificate, which insurance and which tribunal apply.
Not where the business is registered. Not where the ute is registered. Not where the owner sleeps. The address of the job.
A Wodonga electrician rewiring a kitchen in Lavington is doing New South Wales work and must be entitled to do it in New South Wales. An Albury plumber replacing a hot water unit in Baranduda is doing Victorian work and must issue the Victorian compliance paperwork. Both are completely normal arrangements. Both need the right entitlement behind them.
What that means in practice
For the same job, these things change with the side of the river.
- The register you search. New South Wales work is checked against NSW Fair Trading. Victorian building and plumbing work is checked against the Victorian Building Authority. Victorian electrical work is checked against Energy Safe Victoria. The walkthrough is in how to check a tradie licence.
- The certificate you get at the end. Victorian electrical work produces a Certificate of Electrical Safety. Victorian plumbing work in the certifying classes produces a compliance certificate. New South Wales notifiable plumbing work is notified in New South Wales.
- The warranty insurance. Residential building work over the threshold needs home building compensation cover in New South Wales and domestic building insurance in Victoria. Separate schemes, separate policies, and only the one matching the job's state is any use to you.
- Where a dispute goes. New South Wales work leads to NSW Fair Trading and NCAT. Victorian work leads to Consumer Affairs Victoria or the Victorian Building Authority and VCAT.

The questions that sort it out in two minutes
When a business quotes a job on the other side of the river, ask three things.
- Are you licensed or registered in the state this job is in, and what is the number?
- What certificate or paperwork will I receive when the work is finished?
- If this is residential building work over the threshold, which state's warranty insurance policy covers it?
An established border business answers all three without hesitation, because it deals with this every week. Hesitation on question two is the one to pay attention to.
Travel charges and the causeway
Crossing the river costs the tradie almost nothing in distance. Albury to Wodonga is a shorter run than Albury to Thurgoona at peak hour. Some businesses still apply an interstate travel charge out of habit, which is worth questioning when the job is 15 minutes from the depot.
The genuine travel cost appears further out. Wodonga to Culcairn, Corowa to Rutherglen or Yarrawonga to Deniliquin are real distances and a fair quote will price them. Ask for the travel component as a separate line so you can see what you are paying for, either as a kilometre rate or a named zone fee.
Two things that are the same, and one that is not
Both states run on the same clock. New South Wales and Victoria share Australian Eastern Standard Time and both observe daylight saving on the same dates, so a 7am start means the same thing on both sides. The exception in New South Wales is Broken Hill, which runs on central time, and that is a long way from the Murray.
Building standards are largely shared too. Both states apply the National Construction Code, and the plumbing and wiring standards are national documents. The differences are in licensing, certification and insurance rather than in how the pipe is laid.
The thing that is not the same is the calendar. Victoria gazettes Melbourne Cup Day and the Friday before the AFL Grand Final. New South Wales does not. Labour Day falls in March in Victoria and October in New South Wales. Insurance, warranty and the long tail
Think about who you will ring in two years, not just who is cheapest this week. A business that works both sides regularly, holds the entitlements for both, and has a depot within half an hour is worth a premium over an operator who came up from Melbourne for one job.
Check that public liability cover is current and that it does not exclude work in the other state. It rarely does, but the certificate takes ten seconds to read and it names the insured entity, which is another way of confirming who you are actually dealing with.
For anything structural, confirm the warranty insurance before you pay a deposit. That is the protection that survives if the business folds, and it only exists for the state the house is in.
